Whoever violates or fails to comply with any such provision is guilty of a minor misdemeanor and shall be fined not more than one hundred fifty dollars ($150.00). If a person has a prior conviction of violation of this chapter, each subsequent violation shall be charged as a fourth degree misdemeanor. A separate offense shall be deemed committed for each animal and for each day during or on which a violation or noncompliance occurs or continues.
