(a) A full-time position shall be established with the City and that person shall be designated as the Clerk of Courts of the Mayor's Court.
(b) The duties of said person shall be designated as Clerk of Court for the Mayor's Court with 100% of his or her working time devoted to those duties.
(c) These funds shall be appropriated 100% from the General Fund, Judicial Law.
(d) The person employed to fill said position shall answer directly to the Mayor and serve at his or her pleasure.
