There is hereby established a Water Division within the Department of Service. Functioning as a public utility, the Division, under the Service Director, is established for the purpose of supplying and distributing quality drinking water to the City and surrounding area. Administrative, clerical, accounting and physical support shall be given by other operating departments with provision made for the identification and proper accounting for the costs of those services.
