There is hereby established a Sewer Division within the Department of Service. The Division shall be under the Service Director, and is established for the purpose of serving as a public utility for the construction, organization and maintenance of a system of wastewater collection and disposal. The Division, like the Water Division, shall receive support from other operating departments, with proper provision made for identification and accounting for the costs of those services.
