(a) There is hereby established a Streets and Public Works Division within the Department of Service. The Division shall be under the Service Director and shall be charged with the mission of construction, maintenance and coordination of all public works and rights of way, except those directly involving public utilities.
(b) In order for the Division to operate effectively, there is hereby established the position of Public Works Foreman, who shall assist the Director in direct manpower supervision.
