There is hereby established a Volunteer Fire Department in and for the City. The Department shall be organized under the City Manager, who also serves as Director of Safety and Director of Service, as a purely volunteer, part volunteer/part paid, or fully paid, Department, under a Fire Chief, appointed by the Manager or Director of Safety.
