There is hereby established a Police Department in and for the City. The Department shall be organized as a command organization under the City Manager, who also serves as Director of Safety. A Police Chief, appointed by the Manager, shall command the Department. In addition to conventional police forces, the Chief may organize, with the approval of the Manager, such volunteer or reserve police organizations as are deemed necessary and beneficial for the City.
