222.13 FINANCIAL TRANSACTION DEVICE PROCESSING FEES AND SURCHARGES.
   The Treasurer may authorize the acceptance of financial transaction devices as payment for City services where a fee, payment or fine is required under the provisions of these Codified Ordinances. A "financial transaction device" shall be defined as a credit card, debit card, charge card, or prepaid or stored value card. If a financial institution charges the City a processing fee or surcharge for the use of said device, the Treasurer shall, without exception, pass on those costs to the credit card user. If a payment made by a financial transaction device is returned or dishonored for any reason, the payer shall be responsible for any penalties assessed by the City's financial institution plus a penalty equaling 10% of the payment due.
