By a letter filed with the Clerk of Council, the Treasurer shall recommend, subject to the approval of Council, a qualified employee to exercise the powers and perform the duties of Treasurer during his or her temporary absence or disability. Council may revoke such designation at any time and may appoint another employee of the City to serve until the Treasurer returns, or until his or her disability ceases.
