(a) The election of the Mayor and Vice-Mayor shall occur at the first Council meeting in December in odd numbered years and shall be ratified by motion at the first meeting in the following year. The terms of office shall run from January 1 of even numbered years until December 31 of odd numbered years.
(b) Those members of Council elected to serve during such terms shall vote in the election. Those members leaving office shall not vote.
