The Personnel Board shall provide for promotion to all positions in the classified service based on a competitive examination on records of merit, efficiency, character, conduct, and seniority. Promotional examinations shall be restricted to employees of the City provided that promotional examinations may be opened to qualified candidates from outside the City service upon recommendation of the City Manager.
