The Council shall, by ordinance, establish the procedures and causes for which employees in the classified service of the City may be demoted, suspended or dismissed from City employment. The Council shall, by ordinance, establish procedures for appeals to the Personnel Board by employees in the classified service of the City from action resulting in their demotion, suspension or dismissal from the City's service. The Council shall, by ordinance, establish procedures for appeals by employees in the unclassified service of the City from action resulting in their demotion, suspension, or dismissal, from the City's service. The Personnel Board shall adopt rules for the determination of merit and fitness as the basis for appointment and promotion of employees in the classified service of the City.
