The action of Council shall be by ordinance, or resolution, or motion recorded on the journal of Council. On all matters of general or permanent nature, or granting a franchise, or levying a tax, or regulating the rate charged for its services by a public utility, or contracting an indebtedness, or issuing bonds, or notes, or for the purchase, lease, or transfer of property, action shall be taken formally, by ordinance in the manner hereinafter provided. Acts other than those referred to in the preceding sentence may be done either by ordinance, by resolution, or motion. No action of the Council shall be invalidated merely because the form of the action does not comply with the provisions of this section, if it is otherwise valid.
