Council shall meet at such times as may be prescribed by its rules, regulations, ordinances and by-laws; but it shall be required to hold regular meetings at least twice each calendar month of the year. At the first regularly scheduled meeting in January, Council shall meet at the Council Chambers for the purpose of organization before conducting other business. All meetings of Council, whether regular or special, shall be open to the public, unless the subject matter is required to be kept confidential or is specifically excepted by Federal laws or rules or State statutes.
