§ 50.07 DUMPSTERS.
   (A)   Prohibition. Dumpsters shall not be placed on any property within the village used as a single family home or duplex except in accordance with this section.
   (B)   Location.
      (1)   A dumpster shall not be located on or placed in public property or the public right-of-way without the express written consent of the village.
      (2)   A dumpster may be located at a property for a period not to exceed 30 calendar days.
      (3)   Notwithstanding division (B)(2) above, use of a dumpster is permitted for periods of time exceeding 30 calendar days if a building permit has been issued for the property, the permit remains in good standing, the dumpster is not used for perishable refuse and construction work is continuing.
Periods of inactivity greater than 30 days shall be a presumption of the lack of active work.
   (C)   Maintenance.
      (1)   No junk or trash shall be maintained outside or adjacent to the dumpster.
      (2)   Dumpsters shall be removed within 14 days after they are filled to capacity. A dumpster is filled to capacity, within the meaning of this section, when it is filled to the extent that junk, trash, garbage, refuse or material is clearly visible above the height of said dumpster.
      (3)   If the name and contact information of the person or entity that is responsible for the emptying of the dumpster is not visible on the dumpster, then the name, address and telephone number of the person or entity that is responsible for emptying the dumpster shall be displayed on the front of the dumpster in a weatherproof manner.
