§ 131.07 SKATEBOARDS, ROLLER SKATING AND OTHER TOY VEHICLES.
   (A)   Definitions. For the purpose of this section, the following definitions apply unless the context clearly indicates or requires a different meaning.
      PRIVATE PROPERTY. All remaining property within the village corporate limits that is not owned or leased by the Village or any of its governmental subsidiaries, commissions or organizations, but rather owned or leased by an individual, trust, partnership, business, school, park district, church or other private entity.
      PUBLIC PROPERTY OR AREA. All village owned or leased roads, streets, avenues, lanes, alleys, parking lots, public easements, paths and sidewalks.
      ROLLER BLADES. Shoes or boots which are outfitted with wheels that are attached or laced to the feet of a person so as to allow that person to transport himself or herself from one location to another by use of his or her own power.
      SCOOTER. A single platform mounted on wheels, having a steering mechanism, but having no mechanism or other device with which to power the unit while being used, operated or ridden by a person.
      SKATEBOARD. A single platform which is mounted on wheels, having no mechanism or other device with which to power, steer or control the direction of movement thereof while being used, operated or ridden by a person.
   (B)   Use in certain areas prohibited. No person shall operate, ride or skate on a skateboard, scooter or roller blades in and about the following areas:
      (1)   On any street or alley within the corporate limits of the village;
      (2)   On any parking lot owned or leased by the village;
      (3)   On any private property where signs have been posted prohibiting the activity of skateboarding, roller blading or operation of a scooter on such property;
      (4)   In any area where a police officer considers and so directs that the activity of skateboarding, roller blading or the operation of a scooter, at that particular time and at that location, may pose a danger to the safety of those individuals in that area; and
      (5)   On all sidewalks located and running parallel to the following streets:
         (a)   S. Locust Street from South Street to Pearl Street;
         (b)   S. Sampson Street from South Street to Pearl Street;
         (c)   S. James Street from South Street to Pearl Street;
         (d)   S. Harris Street from South Street to Pearl Street;
         (e)   South Street from S. Locust Street to Harris Street;
         (f)   Walnut Street from S. Locust Street to Harris Street; and
         (g)   Pearl Street from Locust Street to Harris Street.
