No permit or authority to so park and store the types of vehicles enumerated herein shall be issued and granted by the Board of Trustees unless the applicant shall have first filed with the Board the written consent of three-fourths of the individual property owners within a radius of 600 feet from the boundary lines of the proposed parking lot or garage.
