It shall be the duty of each junk dealer to keep a book in which shall be written at the time of every purchase by him or her of any article or thing of value, a description thereof, the name, age and residence of the person from whom, and the day and hour when such purchase was made, and there shall also be entered in the book the name of the person to whom and the time when such article or thing of value was sold or disposed of. The book shall be at all times open to the inspection of the President, the Chief of Police or any member of the Board.
