§ 32.15 APPOINTMENT; MEMBERSHIP.
   There is hereby created a Plan Commission for the village which shall consist of nine members, no more than two of which shall be members of the Board of Trustees. The members of the Plan Commission shall be citizens of the village and shall be appointed by the President on the basis of their particular fitness for their duty on the Plan Commission and shall be approved by the Board of Trustees.
