§ 113.19 LIMITATION ON NUMBER OF LICENSES.
   (A)   In order to protect the health, safety and welfare of the citizens of the village, to prevent persons under the age of 21 from purchasing alcoholic liquor and to promote temperance in the consumption of alcoholic liquor, there shall be the following limitations on the number of retail liquor dealer’s licenses issued for each classification:

   (B)   Applications for retail liquor dealer’s licenses shall be considered in the order in which they are received by the Local Liquor Control Commission. A list shall be created to provide an orderly consideration of applicants desiring a retail liquor dealer’s license and maintained on file in the office of the Village Clerk. Once an application has been rejected by the Local Liquor Control Commission for any reason, excluding the lack of availability of a license, the applicant shall be ineligible for further consideration unless and until the applicant submits a new application to the Local Liquor Control Commission in accordance with this chapter.
