§ 31.27 VILLAGE ATTORNEY.
   (A)   Creation of office; appointment. There is hereby created the office of Village Attorney, an executive office of the village. The Attorney shall be appointed by the President with the advice and consent of the Board of Trustees.
   (B)   Suits and actions. The Attorney shall prosecute or defend any and all suits or actions at law or equity to which the village may be a party, or in which it may be interested, or which may be brought against, or by, any officer of the village on behalf of the village, or in the capacity of such person as an officer of the village.
   (C)   Judgments. It shall be the duty of the Attorney to see to the full enforcement of all judgments or decrees rendered or entered in favor of the village, and of all similar interlocutory orders.
   (D)   Legal advisor. The Attorney shall be the legal advisor of the village and shall render advice on all legal questions affecting the village, whenever requested to do so by any village official. Upon request by the President or by the Board of Trustees, the Village Attorney shall reduce any such opinion to writing.
   (E)   Special assessments. It shall be the duty of the Attorney to see to the completion of all special assessment proceedings and condemnation proceedings.
   (F)   Ordinances and documents. It shall be the duty of the Attorney to draft or supervise the phraseology of any contract, lease or other documents or instruments, to which the village may be a party; and upon request of the Board to draft ordinances covering any subjects within the power of the village.
   (G)   Retaining law firm to act as Village Attorney.
      (1)   The Board of Trustees is hereby authorized to retain a law firm, be it a partnership, corporation or professional association, to act as its legal adviser, to represent the village in litigation, except where the Board directs otherwise, to draft all contracts, ordinances and other documents needed by the villages to advise the village officers and employees on matters pertaining to their duties, and to render such other legal services as may be required by the Board.
      (2)   The Board of Trustees is further authorized to appoint one or more members of the law firm to act in the capacity of Village Attorney and to carry out the above mentioned duties.
