No person shall be eligible to any village office unless he or she is a qualified elector of the village and has resided therein at least one year next preceding his or her election or appointment. However, these requirements shall not apply to those positions which require technical training or knowledge. Nor shall these requirements apply to village attorneys. But, no person shall be eligible to any village office who is a defaulter to the village.
