No person shall use or discharge any dynamite, blasting powder, nitroglycerine or other explosive within the village, except for blasting operations in accordance with the terms and conditions of a permit to be issued by the Superintendent of Public Works, in his or her reasonable discretion. However, the Fire and Police Departments must be notified at least two hours in advance of any such use.
