No person shall have, possess, store, sell, lend or give away to any user or consumer any dynamite, blasting powder, black powder, nitroglycerine or any other explosive, as defined in § 93.065 of this chapter, within the village, except by virtue of a permit issued by the Fire Chief. However, this section shall not apply to the storage of loaded shells for small arms use, nor the hand loading of small arms ammunition for private personal use or use by law enforcement agencies.
