Following any proclamation as set forth in § 90.022 of this chapter, it shall be unlawful for any owner to permit his or her dog or cat to run at large in violation of the provisions of such proclamation. In addition to the penalties provided with respect to any such owner for violating this section, a dog or cat running at large unmuzzled shall be impounded.
