§ 30.28 ELECTRONIC ATTENDANCE.
   (A)   The recitals of the ordinance codified herein shall be, and they are, hereby incorporated herein as if fully set forth within this division (A).
   (B)   For purposes of this section, the President of the Board of Trustees shall be considered to be a member of the Board of Trustees.
   (C)   The following regulations shall apply to electronic attendance at meetings of the Board of Trustees of the village.
      (1)   (a)   If a quorum of the members of the Board are physically present as required by § 2.01 of the Open Meetings Act (5 ILCS 120/2.01), the Board may allow a physically absent Trustee to attend a Village Board meeting by other means if the Trustee is prevented from physically attending because of:
            1.   Personal illness or disability;
            2.   Employment purposes or the business of the public body; or
            3.   A family or other emergency; provided, no Trustee may attend a Board meeting by other means more than twice in any calendar year.
         (b)   OTHER MEANS, as used in these regulations, shall mean by video or audio conference.
      (2)   If a Trustee wishes to attend a meeting by other means, the Trustee must notify the Village Clerk within 48 hours before the meeting unless advance notice is impractical.
      (3)   Trustees may participate by other means at either an open meeting or a closed meeting of the Board.
      (4)   Written minutes of all Board meetings, whether open or closed, shall include whether the Trustees were physically present or present by means of audio or video conference.
      (5)   As the first items of business, the Trustees who are physically in attendance at a Board meeting shall determine, by majority vote, whether a Trustee who is not physically in attendance may participate in that meeting by other means.
