§ 72.03 STORAGE AND PARKING OF VEHICLES AND TRAILERS.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      AUTOMOBILE. A road vehicle, typically with four wheels, powered by an internal combustion engine or electric motor and able to carry a small number of people.
      BOAT. Includes every description of watercraft, including a seaplane on the water and not in flight, used or capable of being used as a means of transportation on the water, but does not include boathouses, floating homes, air mattresses, beach and water toys or single inner tubes.
      BOAT TRAILER. A vehicle designed to be drawn by a motor vehicle for the purpose of transporting a boat, ship or other watercraft.
      CAMPER. A portable dwelling (such as a equipped trailer or automotive vehicle) for use during casual travel and camping.
      CAMPING TRAILER. A trailer, not used commercially, constructed with partial side walls which fold for towing and unfold to provide temporary living quarters for recreational camping or travel use and of a size or weight not requiring an over-dimension permit when towed on a highway.
      MOTOR HOME. A self-propelled vehicle designed to provide temporary living quarters for recreational, camping or travel use that complies with all applicable federal vehicle regulations.
      MOTOR VEHICLE. Also known as MOTORIZED VEHICLE or AUTOMOTIVE VEHICLE; a self-propelled vehicle, commonly wheeled, that does not operate on rails and is used for transportation of people or cargo.
      PERSONAL WATERCRAFT. A small vessel which uses an outboard motor propeller-driven motor, or an inboard motor powering a waterjet pump, as its primary source of motive power and which is designed to be operated by a person sitting, standing, or kneeling on or being towed behind a vessel.
      PERSONAL WATERCRAFT TRAILER. A trailer that is designed to haul one or more personal watercrafts.
      SNOWMOBILE. A self-propelled device designed for travel on snow or ice or natural terrain, steered by skies or runners, and supported in part by skies, belts or cleats.
      RECREATION VEHICLE. Every camping trailer, motor home, mini motor home, travel trailer, truck camper or van camper used primarily for recreational purposes and not used commercially, nor owned by a commercial business.
      SNOWMOBILE TRAILER. A trailer that is designed to haul one or more snowmobiles.
      TENT TRAILER. A type of towed vehicle that can be collapsed for easy storage and transport. When set up, this type of trailer provides a large amount of interior space when compared to its size when collapsed.
      TRAILER. A non-automotive vehicle designed to be hauled by road, such as a vehicle for transporting something or a vehicle designed to serve wherever parked as a temporary dwelling or place of business.
      TRAVEL TRAILER. A vehicle without motive power used, manufactured or constructed to permit its use a conveyance upon the public streets and highways and designed to permit its use as a place of human habitation by one or more persons.
      TRUCK. A large, heavy motor vehicle used for transporting goods, materials or troops. An automotive vehicle with a short chassis with a swivel for attaching a trailer and used for the highway hauling of freight.
   (B)   Regulations inside the residential district. The following provisions shall govern the off-street parking of all vehicles in all residential districts.
      (1)   VEHICLES are defined as all motor vehicles and trailers, including, but not limited to, automobiles, trucks, travel trailers, campers, motor homes, tent trailers, boats, boat trailers, personal watercraft, personal watercraft trailers, snowmobiles, snowmobile trailers and camping trailers.
      (2)   Parking a vehicle in any front yard in all residential districts is prohibited other than in the driveway, not extending onto the sidewalk or at least eight feet back from the edge of the street.
      (3)   Vehicles may be parked in the side yards, providing the side yard setback is maintained. The distance from the side lot line to the closest edge of the vehicle may not be less than the required setback.
      (4)   No more than two trailers are allowed on a property at one time.
      (5)   No vehicle shall have its wheels removed or be affixed to the ground so as to prevent its ready removal.
      (6)   No vehicle shall be parked or stored so as to create a dangerous or unsafe condition. The ground under or surrounding the location wherein a vehicle is stored shall be free of weeds, debris and combustible material.
      (7)   No vehicle shall be parked where it would impede traffic safety by blocking the view of oncoming vehicles and/or traffic signs.
      (8)   No vehicle shall be parked in such a manner as to obstruct the view of cars pulling out of any driveway onto the street, or, in the case of corner lots, to obstruct the view of cars approaching an intersection.
      (9)   No vehicle used for the transportation of flammable liquids, explosives or toxic or noxious materials shall be parked or stored in a residential district in any capacity.
