Bills for water service shall be rendered monthly and shall be delinquent ten days after their rendition and, in the event of failure to pay the bills within the ten-day period, an additional charge of 10% shall be added to the bill. Bills shall be sent to the owner of the property to which service is provided at the address to which real estate tax bills are mailed.
