(A) (1) The following shall be the monthly rates charged for water supplied by the village, with such water rates being based upon the amount of water consumed as shown by water meters owned, installed and maintained by the village:
(a) First 1,000 gallons or a fraction thereof: $16.16;
(b) Each additional 1,000 gallons or fraction thereof: $7.56; and
(c) The minimum monthly charge for water service shall be $16.16 per month.
(2) The village reserves the right to make such reasonable changes in rates and in conditions herein established and to establish further rules and regulations from time to time as may be found expeditious or necessary.
(3) All rates for water as set forth in division (A)(1) above shall increase of 1.5% per year, to be effective on May 1 of each year; provided the Board of Trustees, at its first regular meeting in March of each year, shall review the then current status of the village’s Water and Sewer Fund to determine if the rates currently in effect should be adjusted to properly reflect changes in the financial condition of such fund.
(4) Each consumer that receives water and/or sewer service shall be assessed a monthly debt service fee of $10 per unit to repay the village's 2017 infrastructure bond. The term "unit" shall mean (i) for buildings in a residential zoning district, separate dwelling units; and (ii) in all other zoning districts, each separate suite or unit which separate persons or entities may occupy.
(5) (a) Notwithstanding the foregoing, the monthly rates for water supplied for irrigation purposes (as determined by water meters installed and approved for irrigation purposes only) at the volumes set forth below shall be as follows:
1. For the first 1,000 gallons or a fraction thereof: $16.16;
2. Each additional 1,000 gallons or a fraction thereof up to 75,000 gallons: $7.56; and
3. Each additional 1,000 gallons or a fraction thereof: $5.
(b) The debt service fee set forth in § 52.055 shall not apply to billing on such irrigation meters if the debt service fee is charged to another meter on the same property. For property outside the village limits, the rates charged under this section shall be twice the rates shown above.
(B) Each application for connection pursuant to division (A) above shall be accompanied by a fee as hereinafter provided:
(1) For a meter of three-fourths inch in diameter or less: $2,000;
(2) For a meter in excess of three-fourths inch in diameter, but no greater than two inches in diameter: $3,500;
(3) For a meter in excess of two inches in diameter, but no greater than four inches in diameter: $5,000; and
(4) For meters greater than four inches in diameter, the connection fee will be determined on a case by case basis, taking into account the cost of the meter and the cost and requirements of the project.
