The owner of all houses, buildings or other properties, used for human occupancy, employment, business, recreation or other purpose within the purview, abutting on any street, alley or right-of-way in which there is now located or may in the future be located a water main facility belonging to the village, is hereby required to connect to such water main in accordance with the provisions of this code, within one year of either the passage hereof or the date when such public water main facility is available for use to such properties mentioned, whichever last occurs, and, thereafter, all properties shall be immediately connected with the water main facility. However, the water main is available within 200 feet of the property line such property.
