The owner, tenant or occupant of any building or premises within the village shall not cause or permit any part of the contents of any privy, vault, catch basin or cesspool over which he or she has control to be removed, except according to a permit issued by the Code Enforcement Officer and subject to any rules of the county for removing the same.
