§ 51.054 CERTIFICATE OF APPROVAL.
   If the sewer construction work is approved by the Superintendent of Public Works, he or she shall issue a certificate of satisfactory inspection, but no certificate shall be issued unless all sewer construction is in strict conformity with the rules and regulations of this chapter.
