§ 32.12 ARP CORONAVIRUS LOCAL FISCAL RECOVERY GRANT FUND.
   (A)   The ARP Coronavirus Local Fiscal Recovery Grant Fund 176 (“Fund”) is hereby established as a special non-reverting fund.
   (B)   The town shall only appropriate and use moneys received into the Fund to cover costs incurred by the town by December 31, 2024, for the following purposes:
      (1)   To respond to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19) or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality;
      (2)   To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers of the town that are performing such essential work, or by providing grants to eligible employers that have eligible workers who perform essential work;
      (3)   For the provision of government service to the extent of the reduction in revenue of the town due to the COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year of the town prior to the emergency; or
      (4)   To make necessary investments in water, sewer, or broadband infrastructure.
   (C)   Pursuant to Directive 2021-1 from the Indiana State Board of Accounts, the Trafalgar Town Council shall adopt a plan providing details for the use of the moneys in the Fund. The terms of the plan shall require that any money distributed from the Fund shall be distributed only for purposes allowed by Section 9901 of the American Recovery Plan Act (Social Security Act, 42 U.S.C. 603).
