All purchases in excess of $1,000 shall be approved by the Town Council in advance. The department heads of the town shall have the authority to make purchases for their respective departments in an amount not to exceed $1,000 per purchase, without prior approval of the Town Council, to the extent of available funds and appropriations. For purchases over $500, the department head shall notify the Town Council of the purchase by email prior to or within a reasonable time after the purchase is made.
