The Police Chief shall have the power to authorize the permanent or temporary placement of official traffic-control devices when, in the opinion of the Police Chief, such devices are required to promote public safety and the efficient flow of traffic, or when required by emergency. The Police Chief shall instruct the Town Street Superintendent regarding the installation of such devices and shall notify the Council of his or her actions in this regard as soon thereafter as practicable. The Town Council shall periodically, but not less often than annually, ratify such actions of the Police Chief.
