Following the passage and adoption of this subchapter by the Town Council, all users of the sanitary sewage treatment and collection system of the town shall, on or before September 15, 1996, bring themselves into voluntary compliance with the terms and conditions of the ordinances of the town governing connection to and use of the sanitary sewage treatment and collection system of the town, including but not limited to the requirements of the ordinance set forth herein.
