The lots in the said cemetery shall be reserved for the use of such families and persons as have heretofore become the purchasers of the same according to the provisions of this chapter; to be used and possessed by them and their heirs as a place for burial of the dead in accordance with the regulations that are set, or that may be prescribed by ordinance or resolution of the town council, or by the laws of the state.
