The developer shall execute a subdivision improvements agreement with the borough for the installation of all such improvements. All improvements shall be constructed in accordance with the applicable specifications of the borough or authority having jurisdiction, or other applicable regulations. Where none apply, specifications of the State Department of Transportation and/or State Department of Environmental Protection shall be used. If none exist, specifications prepared by the Borough Engineer shall be used.
