(A) It shall be unlawful for any person, partnership, business or corporation to undertake, or cause to be undertaken, any construction or development anywhere within any identified floodplain or floodway area as shown on the FIRM in the borough unless a permit has been obtained from the Floodplain Administrator. For all other construction or development, the owner shall procure a certification from the Floodplain Administrator that the construction or development proposed is not in an identified floodplain or floodway area.
(B) A permit shall not be required for minor repairs to existing buildings or structures.
