Any person who shall violate any provisions of this chapter shall, upon conviction thereof before any justice of the peace within the borough, be sentenced to pay a fine of not less than $10 nor more than $100, and costs of prosecution, to be collected in the manner in which fines and penalties are by law collectible, and, in default of the payment of said fine and costs, to be imprisoned in the county jail for a period not exceeding 30 days,
