(A) It will be unlawful for any person(s) who owns any property or any person(s) who has primary responsibility for any property to allow graffiti defacement to remain on said property for a period exceeding ten days after official notice has been given by the borough.
(B) In the alternative, the owner of property may contact the Borough Manager to arrange for graffiti removal through the county graffiti abatement program, in which the borough is a participant, in which case the owner must report the graffiti to the borough within five days of its occurrence or of official notice by the borough, whichever is earlier in time.
(C) In the event that the owner of property timely contacts the borough and advises the borough of the presence of graffiti, the owner or person with primary responsibility shall not be prosecuted under this section.
