§ 91.001 NUISANCES GENERALLY.
   (A)   No person, firm or corporation shall maintain or permit to be maintained on any property owned or occupied by him, her or it within the borough any condition:
      (1)   Productive of a nuisance detrimental to the public health which nuisance shall only be declared by the State Health Officer or by Council or by Council’s duly authorized Health Officer after full investigation by the investigating body or person which investigation determines that the conditions existing are detrimental to the public health and the reasons shall be so stated;
      (2)   Productive of a nuisance dangerous as a fire hazard so declared after full investigation by the Borough Fire Chief or by Council after full investigation in which the investigating body or person determines that investigating the conditions existing amount to a dangerous fire hazard and so declare the reasons for such conclusions; or
      (3)   Productive of a nuisance dangerous to the life and limb after full investigation by the Council or by the Building Inspector in which the investigating body or person determines that the existing conditions are dangerous to the life and limb and so states the reasons for such conclusions.
   (B)   Any such condition existing in the borough and thus declared is hereby decreed to be a nuisance and is prohibited.
