§ 73.04 DECLARATION OF SNOW EMERGENCY.
   (A)   The Mayor or the designee of the Mayor shall have the authority, based upon falling snow, sleet, or freezing rain, or a prediction thereof, to declare a snow emergency by proclamation, which shall put into effect the parking and traffic restrictions contained in this chapter. The official declaring the snow emergency shall make every effort to disseminate the proclamation to local radio stations, television stations, newspapers, and the borough internet site, but failure of a person prosecuted hereunder to have knowledge of the proclamation shall not be a defense to such prosecution.
   (B)   Notwithstanding the provisions of division (A) above, a parking prohibition shall automatically go into effect on any part of a snow emergency route on which there has been an accumulation of snow and/or ice of four inches or more between the hours of 6:00 a.m. and 11:00 p.m. prevailing time.
   (C)   (1)   Once in effect, a prohibition under this section shall remain in effect until terminated by an announcement by an official authorized herein to declare a snow emergency except any street area that has become substantially clear of snow or ice from curb to curb for the length of an entire block shall automatically be excluded from the prohibition under this section.
      (2)   Nothing in this section shall be construed to permit parking at any time or place where it is prohibited by law or by any other ordinance.
