The tapping fee shall be due and payable at the time application is made to the borough to make any such connection to the sewer system as provided in this subchapter, or, if applicable, the date when the borough causes the connection of any such improved property to the sewer system, at the cost and expense of the owner, pursuant to the provisions of the ordinance then in effect. This borough reserves the right to require that no capacity shall be guaranteed for a property owner until such time as the tapping fee shall have been paid in full.
