§ 53.17 COMPUTATION OF SEWER RENTALS OR CHARGES.
   (A)   Metered service.
      (1)   Generally.
         (a)   Except upon special written permission granted by the borough and upon good cause shown, each billing unit shall be required to have installed a water meter or water meters to measure the quantity of water consumed by such billing unit.
         (b)   Such sewer rentals or charges shall be computed in accordance with the following metered rate schedule; subject, however, to the minimum sewer rentals or charges provided in this section.
      (2)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
         COMMERCIAL USER. Any nonresidential user, which introduces primarily domestic sewage, or treated groundwater, into the sanitary sewer system, and which are not classified as “industrial user” as defined below.
         INDUSTRIAL USER. Any user that discharges process wastewater into the sanitary sewer system.
         RESIDENTIAL USER. Users which are single-family dwelling units and apartments introducing primarily domestic sewage into the sanitary sewer system.
      (3)   Sewer user classifications created. There shall be created three rate classes of users of the sanitary sewer system of the borough, which shall be known as residential users, commercial users and industrial users.
      (4)   Residential user rates. The base rate for minimum residential user sewer usage shall be increased to $93.60 per 4,000 gallons per quarter, and the sewer usage charge for residential usage over 4,000 gallons per quarter shall be increased to $12.72 per 1,000 gallons of usage per quarter.
      (5)   Commercial user rates. The base rate for minimum commercial user sewer usage shall be increased to $99.60 per 4,000 gallons of usage per quarter, and the sewer usage charge for nonresidential usage over 4,000 gallons shall be increased to $13.92 per 1,000 gallons of usage per quarter.
      (6)   Industrial user rates. The base rate for minimum industrial user sewer usage shall be increased to $99.60 per 4,000 gallons of usage per quarter, and the sewer usage charge for nonresidential usage over 4,000 gallons shall be increased to $15.12 per 1,000 gallons of usage per quarter.
   (B)   Non-metered service. Sewer rentals or charges for sanitary sewage and industrial wastes discharged into the sewer system from any improved property or any billing unit located therein when the volume of water usage shall not be metered by the borough in connection with the water system or otherwise, and when the actual volume of discharge shall not be metered as permitted in this subchapter, shall be computed in accordance with the metered rate schedule provided herein and based upon an estimate by the borough of the water consumption of said improved property or billing unit.
   (C)   Multiple users.
      (1)   Each billing unit located in a multiple unit shall be billed as a separate entity and the above metered rate schedule and minimum sewer rental or charge shall be used in computing the sewer rentals or charges applicable to each such billing unit.
      (2)   In any case where the borough grants written permission for more than one billing unit to be served through a common water meter or through a common sewage discharge meter for the purpose of computing sewer rentals or charges hereunder a multiple rental or charge per quarter shall be imposed, which rental or charge shall be calculated in the following manner:
         (a)   The total consumption of water through such common water meter or the total discharge through such common sewage discharge meter shall be divided by the number of billing units served thereby;
         (b)   The metered rate schedule for computing sewer rentals or charges established under division (A) above shall be applied to the resultant quotient; and
         (c)   The resultant pro rata rental or charge for each billing unit shall be multiplied by the number of such billing units receiving water service through such common water meter or discharging sewage through such common sewage discharge meter to arrive at the total bill for all such billing units served through the common meter; provided, however, that there shall be charged a minimum quarterly rental or charge for each such billing unit.
   (D)   Surcharge for industrial wastes.
      (1)   Industrial establishments discharging industrial wastes to the sewer system shall pay a strength of waste surcharge, in addition to the basic volume rental or charge set forth under division (A) above which shall be made in accordance with the following formula:

         F = Factor to be applied to basic rate         R = Ratio of annual extra cost of treatment to the total annual cost of treatment
         S1 = Total solids content of industrial wastes (suspended solids plus dissolved solids) from the particular improved property in ppm
         Sa = Average total solids content of sanitary sewage - 800 ppm
         B1 = BOD content of industrial wastes from the particular improved property in ppm
         Ba = Average BOD of sanitary sewage - 200 ppm
      (2)   The computation of such sewer rentals, including surcharges, shall be subject to all adjustments provided for in this subchapter. The strength of industrial wastes to be used for establishing surcharges in accordance with the above formula shall be determined at intervals deemed advisable by the borough or as may be requested by the industry. The collection and analysis of waste samples for determining applicable surcharges shall be supervised by a registered professional engineer approved by the borough. All costs for waste sampling and collection shall be paid by the party which desires that the waste be sampled and analyzed. The analysis of all waste samples collected to determine applicable surcharges shall be made in accordance with the latest edition of Standard Methods for the Examination of Water and Sewage, as published by the American Public Health Association,
