(A) In order to exercise any authorization hereinabove granted to the Mayor by § 31.35, the Mayor shall issue a proclamation setting forth the proposed action.
(B) In addition to setting forth therein the proposed action, the proclamation shall state that said action shall not be effective for 30 days, during which period of time the proclamation shall be subject to review and approval by the Council of the borough.
