The term USER shall be deemed to include the owner, occupier, tenant or any other person residing upon or doing business in any parcel of real estate to which water services are provided by the utility, such that the owner, occupier, tenant or other person residing on the premises shall be responsible for payment for all services rendered by the water utility.
