§ 51.15 WATER RATES.
   The following schedule of rates and charges for the water utility services listed below and rendered by the Department of Water Works of the town shall replace the currently existing rates and charges for the services listed below.
   (A)   Metered rates.

   (C)   Fire protection service rates – hydrants. 
      (1)   Service under these rates shall generally consist of stand-by service for fire emergencies and all water taken through such connections shall be restricted to fire emergencies unless other temporary use shall have been specifically authorized by the Water Superintendent.

   (D)   Fire protection service rates - sprinkler. Service under these rates shall consist of stand-by service for fire emergencies and all water taken through such connections shall be restricted to fire emergencies only. The Water Works reserves the right to install flow detectors from time to time to ensure such service is restricted to firefighting purposes.

   (E)   Connection charge. Each user at the time he or she is connected with the Water Works system shall pay a charge to cover the costs of excavating and tapping the main; furnishing and installing service pipe from the main to the lot line; furnishing and installing corporation and stop cocks; and furnishing and installing meter cock (if outside), yoke and meter. Additionally, each user shall pay $1,100 for a three-fourths inch meter tap. The charge for a tap larger than the three-fourths inch meter tap shall be the cost of labor, materials, power machinery, transportation, and overhead incurred for the installing of the tap, plus a fee of $1,700. The charge for a tap two inches or larger shall be the cost of labor, materials, power machinery, transportation, and overhead incurred for the installing of the tap, plus a fee of $2,000, and if the tap involves multiple new users (i.e., apartment complex), an additional charge of $250 per individual user connection (i.e., per apartment) shall be paid.
   (F)   Reconnection charge. When the service is turned off for non-payment of bill, or whenever for any reason beyond the control of the Water Works a re-establishment of service is required by any one customer, a charge of $50 will be made by the Water Works to over the cost of discontinuance and re-establishment of service. The charge, together with any arrears due the Water Works shall be paid by the customer before the service will be re-established.
   (G)   Rate for temporary users - conduit. Water furnished to temporary users such as contractors shall be charged on the basis of the general service metered rates hereinbefore set forth as estimated and established by the Water Utility Superintendent.
   (H)   Collection or deferred payment charge. All charges and/or bills for water service shall be due and payable by users by the seventeenth day of each month following their mailing to said persons. In the event that said charges are not paid by the due date, a penalty of 10% on the first $3 and 3% on the excess over $3, shall be added to the amount of the bill, said penalty to be assessed one time only for each monthly billing not paid by the due date.
   (I)   Disconnection for unpaid bill. If a bill remains unpaid for 30 days after the due date thereof, service to the property may be disconnected. Prior to disconnection, the Clerk-Treasurer shall direct a notice to the users, owners, and other occupiers of the property, at their last known address, demanding payment of the past due bill within seven days of the date of notice. If more than seven calendar days pass from the date of notice without payment of the past due bill, service may then be disconnected. If service is disconnected, it shall not be reconnected until all past due bills for service are paid in full, and in any event not until the next scheduled working day of the employees of the town.
   (J)   Water meter rental deposit. A deposit of $50 shall be charged as a water meter rental deposit by the Water Works system of the town to each user applying for water service after the effective date of this section. When service is discontinued by said user, the deposit shall be returned, without interest, to the user unless there is damage to the water meter caused by said user or there are unpaid charges for water service. After payment of any damages and service charge, any surplus remaining shall be paid over to the person or persons entitled thereto upon request.
   (K)   All other charges shall remain at the present rate.
