Sidewalks are beneficial to the town community in that they provide:
(A) Protection of children walking to and from schools and playgrounds;
(B) Adult pedestrian access to shopping areas, leisure walking and the like;
(C) Play areas for children; and
(D) Aid to postal, newspaper and other door-to-door deliveries.
