§ 151.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   EMERGENCY. Any unforseen circumstances or occurrence, the existence of which constitutes danger to the health or welfare of persons or property, or which may cause or does cause the interruption of a service being furnished by a public utility doing business in the town and which utility is subject to the jurisdiction of the Public Service Commission of the state.
   PERMIT. The authorization issued by the Town Council, pursuant to the provisions of this subchapter, to make any opening or excavation in a street of the town.
   PERSON. A natural person, partnership, firm or corporation.
   PETITIONER. Any person who makes “a request” for a permit, pursuant to the provisions hereof.
   STREET. Any public street, public highway, public alley, public right-of-way or a public road, any of which is under the jurisdiction of the Town Council.
   TOWN. The Town of Topeka, Indiana.
